Financial Assistance Tools
Financial assistance tools were developed to provide a snapshot of the impact of a Public Works Trust Fund (PWTF) Construction loan to the applicant’s financial position.
Speedometer of Terms:
The Speedometer of Terms demonstrates the various ways in which a PWTF Construction loan can be changed including the impacts of various interest rate and term combinations. The tool can be used to compare a Public Works Board loan against other financing options.

The financial calculators can be used to estimate the annual PWTF loan repayment, estimate the impact of the debt service to an existing rate structure, and to gain a snapshot of the infrastructure system's financial health.
The financial calculators are in an excel document.

On-Line Loan Management Program (PWeB)
PWeB is the Public Works Board’s on-line contract management web site used by Department of Commerce staff, Public Works Board staff and registered users. It is designed to allow you, the recipient, to manage the needs of your contract as it progresses from execution to construction completion, to being paid off. Please refer to the RSC Map to contact your Regional Service Coordinator to request access to PWeB or a refresher orientation.
The IACC member organizations have developed an income survey guide intended to help Washington’s communities develop, administer, and document a statistically valid income survey for their jurisdiction. This guide outlines a step-by-step survey process to be used by applicants for infrastructure funding assistance. A downloadable Income Survey Guide is available, as well as several Excel worksheets, for your use and convenience.
